This is almost always due to a plugin loading scripts into your admin that conflict with the tabs. It is important for plugin authors to enqueue native WordPress jQuery, and ensure any plugin-specific scripting is also enqueued so it does not load into the theme and other plugin control panels.
To troubleshoot, temporarily deactivate all plugins other than the following, which we know don’t cause the problem:
- WordPress SEO
- W3 Total Cache
- WooCommerce
- ManageWP plugin
